Well, here are a few things that come to my mind while watching that video (and I also saw the clip on the news not too long ago).

So, first what the hell do they mean by "proper use of Twitter"? I mean I am skeptical since it is coming from Trump and his administration because in the past that was where most of the bullshit that Trump spits out usually comes from. So, my take on that is this:

Second, it's obvious that Obama's inauguration way back in 2009 had way more people than Trump's and that the photos were not altered. They are just making things worse by trying to say that way more people attended than who actually attended and it just shows what we are in store for the next four years.

Overall, my summary is this:

1. Trump uses Twitter to spread false information that would make himself look good. If there were false Twitter statements from other places saying things then I guess they are taking a page from Trump's very own playbook on how to handle the media- I am not condoning this behavior and we should all avoid FAKE NEWS but really, the common sense thing (and a fact of life) is that there are going to be bad news about Trump and his administration, and he just might not be able to distract the rest of the media from by bullshitting on Twitter.

2. Trump does not hold the record for the biggest inauguration in US history. That was Obama's 2009 inauguration with roughly 1-2 million people witnessing it- live on the Mall. The pictures just don't lie and both of them seems to be taken at the same spot and at roughly the same time.

3. I noticed that at the end (when the man brought up the inaugural pictures) there was audio being played over his voice.
