I may have told this story before - it goes back to my mid 20's/Chicago days.
I had a girlfriend who got kicked out by her sister. She had been struggling, but now she's homeless, with a kid. She had a job, but she couldn't get an apartment because she had no money for first and last month's rent.
She went to social services and explained her deal- "I need help for x number of days (60?) so I can get an apartment so my kid and I can be safe while I wait for money to flow from my new job."
She got no money. She was given two options - 1. Quit the job so she could get services ~or~ 2.Change her skin color.
I think this was just before Clinton started reforming the system, so I think shit like that went away. We should NEVER refuse to help someone who actually has their shit together, who just needs bridge assistance. That's the exact sort of person we should cheer about helping.

You're a persuasive devil, but when an investment is a failure it's time to cut losses, not double down.
We can do better than this. Refusing to try is simply committing ourselves to failure.
Let's start by recognizing he net is cast too wide and the costs are not delivering results.

I can't imagine a system that reliably helps those who need it, and can benefit from assistance and improve their lives, that isn't also open to abuse by gold-brickin' free-riders.
