Just draw a fine line between being a civil human, obeying the law, and a violent thug. Mask or no mask. If I want to walk to the store, and get attacked along the way, I'm not gonna feel better about it if the thug is showing his face.

How would you word a law that stops this from happening? You can't just arrest people who happen to be standing next to a riot. How would the cops identify the violent ones from the nonviolent ones in the chaos?
