in order to maintain the deterrent, you have to put the fear of God into the adversary, at all times
if you say your mission is "deescalation" that is logically counter to deterrence in fact
reassuring the Chinese that you will not attack them without warning vastly increases the chances of Chinese miscalculation
it is existentially dangerous to let your enemy know that you are not really resolved to fight, thus is the stuff Cuban Missile Crises are made of
