For per capita murder rates to actually show you the relative risk between a small town and a city, murders would have to be purely random. Otherwise you are confounding variables.
I don't deny it can indicate *some* level of risk, but for purposes of comparison, you can really only do so between equivalent communities (i.e. Chicago's Humbolt Park and California's Compton).
