He doesn't have that authority, the Prime Minister does not have the power to commute, nor pardon, nor intervene in any way, it's entirely the purview of the judiciary; tell it to the judge, the PM has no say.

Again, it's not a political decision, and judges here do not have to stand for election, so they don't care if they are not popular, and so don't rule along populist lines.

Once stripped of his citizenship, he would not have standing to make a claim, if you want to send Bradley Manning to Canada, you will need to send him with a passport of course.

Goes through the judiciary, with all the eyes dotted and tees crossed, or it doesn't go at all; we are nothing, if not sticklers for procedure.

To be clear, I don't bear any malice towards Bradley Manning, and I don't see why you would neither, it's not like he's a spy who fled to Russia, committed an offence, yes, but was court martialed appropriately for it, pled guilty to the charge, convicted by his peers, rendered to detention barracks, and then simply had his sentence commuted by the Commander-in-Chief, all seems to be in order here, as per the constitution and UCMJ, thus, upon release, time served; "free to go, have a nice life."
