Why bother "declaring" war with Syria, when you and your allies are already bombing and destabilizing the country enough as it is? Just ensure Turkey keeps sending their fighters into the country, hand some money to the Rojava Kurds, and convince Israel that "Hey, yannow, I think I saw a Hizbollah general go into Assad's palace! Quick, bomb him before it's too late!". Moderately cheaper way of getting rid of the regime you've been wanting to get rid of since... what, the 70's? 60's?

What destabilizing? Syria was unstable the whole time, a wealthy Alawite Baathist minority ruling over an impoverished Sunni majority with an iron fist? It was going to blow up at some point.

The Americans are not destabilizing Syria, they're just maintaining their base of operations to enforce the Carter Doctrine, lest the Soviet Union invade and occupy the oil fields as a prelude to World War Three.

It's ridiculous to think that you are going to ally with Russia when the whole point of America being in the Middle East is to deny it to Russia.

There is no other purpose to being in the Middle East, other than the Carter Doctrine, and the whole point of the Carter Doctrine is to keep the Russians out.

Frankly, thinking that you could ally with the Russians on anything is ridiculous, delusional actually, putting aside the fact that the Russians have zero interest in allying with America and are rather revanchist against America for the humiliation of the fall of the Soviet Union, the entire American foreign policy, is simply Alfred Thayer Mahan and his Eternal Sea Power containing Eurasia from challenging America's rule of the waves, there's absolutely no avenue for allying with the Eurasians therein, America is their nemesis by default, anyway you slice it, it's like saying the Yankees and the Red Sox should ally with each other to win the World Series.
