The reality is that only good paying jobs REQUIRE this kind of commitment.
The other jobs its not required, you simply will never move up the meritocracy.
When I worked at Boeing they would have never fired me for not answering the emails. If you cared about your job and potential advancement or opportunities, then you did.
I would imagine in practice most white collar, corporate jobs are like that.
People feel pressure to answer the emails, and that makes some people feel bad.
Have some personal responsibility. Change jobs, work harder, or come to terms that others work harder than you.

I am fairly confident that there is not a single EU country where it's illegal for a boss to require an employee to make work calls or email replies after office hours. Billable hours are billable hours. Count the hours, sure, but imposing a cap on where, how and on what you may spend those hours...? Engineers get called at all hours. I know for a fact that our European software engineer counterparts had work phones and answered emails at all hours, even on vacation.
When I worked in defense and other areas of government contracting, there really was no such issue. Customers would interact indirectly anyway.
Commercial.. you'd have wireless provider VPs calling you Sarurday night because something was up with their network. This could cost people millions for even a small amount of outage, so you better answer the fucking phone.
