USAMRIID is one stop shopping, the pathogen response force is all in situ at the Pentagon, CDC is just a liberal Democrat boondoggle entrenched interest, to be used for ideological pet projects such as researching gun violence as a "pathogen", which the Pentagon rightly wouldn't waste a second not a dollar on.
How does it make sense to put a nonmilitary organization under military control? If you're telling me our system is redundant then I will take your word for it, but that would still leave the CDC as the logical organization.
And mental illness is most definitely worthy of research. Number 10 on the CDC 's list of causes of death is suicide. Number 1 is heart disease, and only cancer even comes close. Is the Pentagon researching heart disease?
