There's some Maximum Utility Theory that applies to this forum: it's Maximum Utility is probably 500 members with perhaps 50 active. Without State violence, membership erodes, and given that a certain volume of traffic must be present to even continue, it was at risk. This indicates, and no one should be surprised, that The State is essential for Maximum Utility.
