When I was a young buck Private, I sympathized with the idea that troops should sort out their own, but once I was in command of troops, I realized the folly of it, "barracks room justice" merely a euphemism, for running amok in contempt for the Commander-in-Chief, only Her Majesty has the authority to impose discipline in the ranks, but again; Private Soldiers, Commanders; two very different standards.

Or misplaced loyalty (possibly because the person he was being loyal to would serve his greed). It looks like people above him asked him to talk to the Russians about sanctions and to call the UN security council members to try and get them to delay the vote on Israel. It's plausible to me that someone high up in the team asked him to then lie about it later as well.
