This is how I think it works; Chris Steele and Orbis are a deniable assert for MI6, they do their own thing, but they remain at the disposal of Vauxall Cross for certain types of operations, HM Government both fears and loathes Trump and Co, and they are want to do anything they can to help their compatriots in the American IC to derail the Trump train.

John McCain and Co go to this known to them MI6 front, and say "we need some dirt on Trump, doesn't have to be true, just has to be salacious and embarassing, just in case this doesn't go like the media is saying its going to go, we can't do it ourselves, we need you to do it, we need a deniable offshore asset who also has the sheen of credibility as 'MI6'", so then the MI6 front gathers up some Russian tin foil hat rumor control, dresses it up as an "intel report", then takes it to the US to peddle it around and see if anybody bites.

At first no one took the bait, because even the media can see that it's bullshit, then things got desperate, when Trump wasn't backing down, at which point, the IC pulled out the Russian rumor control and presented it as "intel", while simultaneously leaking that they were doing that to the media, of which, only Buzzfeed and CNN took the bait, but that's all they need, once they have dressed it up as "intel" and then somebody takes the bait, the media will just churn it round and round from there, just as clickbait, even if they think it's bullshit.

See, at first, it was just Chris Steele peddling it, but no one was taking the bait, he even went to the FBI, but they didn't bite neither, it was only when the IC got desperate, and so "vetted" it, by leaking that they had presented it in a briefing, that the media felt secure enough about it to run with the story, not that the dossier is true, simply that the CIA presented it in a breifing, but that would then allow them to put the dossier out there, which was all the IC wanted, mission accomplished, it's been kicking around for a year, but nobody gave it any credence, they didn't elevate it to a "story", until the IC leaked to them that they were now treating it as "intel".

The whole FIFA investigation seems like it was an MI6 operation as well by the way, England wanted to host the World Cup, FIFA wanted to go to Moscow, MI6 was in the mix to try to derail Moscow's bid, when FIFA went to Moscow anyways, then MI6 struck back at FIFA for doing so.

To be fair, the British view Russia as being a grave threat, the polonium in the tea after all, was delivered on British soil, it doesn't surprise me at all, that MI6 is pulling out all the stops against Russia, even to the point of interfering in America, although, that is very high risk, so it shows how desperate they are.
