Murder rates are at historic lows. Look at the pretty graph - see how it goes down in more current years? That means the murder rate is going down.

Simple question. Have most recent presidents have their full cabinets in place before Feb 7? My multitude of sources say no. What sources do you have that makes Trump's claim true? Show your work.
