Oh yeah, that's rule number one, keep the Canadian in CFL, can't load up on NCAA players, teams have to be majority Canadian, you can only have 20 "imports".

Retention is so low that the Army is threatening to revoke benefits for anyone who doesn't want to stay in, and the result has been an increased exodus.
