Obama's cabinet was fully in place on April 28. You have no proof that Trump's will take longer than that. Most presidents got their cabinet approved by mid-late March. Fully in place is not meaningfull it is the rate or at time of tweet. At that time he had like 2 Cabinet nominees in everyone else is being held up. That is a delay. That is the truth.
