I am not saying its unconsintutional but that 17 states, 6 cities, and Washington DC governments are sueing the Trump administration over this. They are claiming its unconsintutional because it will interfer with the counting of all peoples and not just citizens

Didn't Trump claim that he had a secret plan on how to defeat ISIS and won't reveal it until he got elected and/or in office? So, what is his plan?
