Nuclear strike is worse, there's no fallout from EMP, you talk as if the North Koreans would let you down easy, with no strontium-90 laced into your EMP problems, EMP is already going all the way, so there's no reason not to take it to strontium-90 from there.

EMP + City Killer, if the North Koreans are going nuclear, they're going for broke, they only get one shot at this, so they will throw the kitchen sink at it.

For EMP, you don't need reentry, the North Koreans could do EMP right now, PBV astronavigation for CEP and heat shield for reentry, are two of the hardest parts of the equation, and since they are trying to solve that equation, they clearly are not just bringing EMP when they come, if all they wanted was EMP, they could stop where they are, they've got that covered in spades, but since they are taking the heat and risk to go further, EMP alone is not their objective end state, they're going for the two-fer, kitchen sink and all the cutlery along with.

If the US makes a pre-emptive attack on North Korea, political reality will dictate it to be a conventional attack, not with nukes. No US President will out of the blue start using nukes. A conventional strike will be something that an US administration can think about.

Militarily it's of course far more difficult, but if someone comes with a plan that it could work and be a success like the Six Day War, they might think about it.

If North Korea attacks with nukes, then it's a swift response with the nuclear triad. If North Korea makes a Limited attack, the response is likely limited as we have seen earlier.

They don't have to test for EMP, it's already been tested, Operation Starfish Prime, the Americans already popped an EMP on themselves with a 1.2 megaton hydrogen bomb, if you pop a couple in the ionospehre over the CONUS, EMP is baked right into that cake.
