A better deal here is to parcel up all the public land out west, install irrigation systems and cut California off from water in places like Idaho (because fuck you, California), and then enact a new homestead act. Teach people how to grow food on their land, crop rotation, etc. If they fail within a few years, then we move them out of there and grant the land to somebody else.

LOTS of people really just want to opt out of the corporate bullshit system we have going anyway. Instead of disability, give them some land and some initial seed and other supplies. After that, they should learn to be self-sufficient. Not luxurious at all. But independent. If they want luxury, then they need to get jobs.

I would also consider moving any of those Boer farmers over here to build up those communities and teach people how to farm.

Of Americans, go by merit and sacrifice first. Veterans are top of the list. That gets rid of some of the homeless veteran problem that is not attributable to mental illness and drug abuse.

You could also couple it with student loan forgiveness. The corporate world offshored so many jobs that many young folks have degrees for jobs they can't get because it's all been offshored. Cancel the debt and tell the banks to eat dick, but couple that with a requirement that they truly opt out of the corporate system and become homesteaders.

The idea here is that the homesteaders will clear out the low-income folks in the cities so they no longer need all those services in the first place. That distributes the population back to the countryside and away from the urban blight. These homesteaders would create new towns and communities.

I'd even try to organize these communities around common things. If you want an ethno-town for your race, we can make that happen. If you want a religious community for your denomination, that can be a reality. If you want hippie-dippy drum circle collective, right on, you can have that too.

Diffuse the culture war and get people out of those cities.

Not a critique of your proposal, but California doesn't get water from Idaho. Everything south of the transverse mountain ranges, ie, Southern California, get their water from the Colorado River watershed, and the Owens River on the east side of the Sierra Nevadas. The rest of the state gets their water from the west side of the Sierra Nevadas.

Only a hyprocritical SF liberal could have the audacity to tout "green" living, while residing in one of the most unsustainable, artificially created ecosystems on planet earth. They reap the benefits of water systems paid for by the ingenuity, sweat and muscle, and tax dollars of their grandparents. They glow with pride when they tell you they drink pure mountain water, which they get because they dammed Yosemite's twin, Hetch Hetchy and have the nerve to scold everyone else. SF should look into filtering the homelesss urine saturating their public spaces into potable water. It would massively alleviate any impending shortages while simultaneously outraging their citizens by harvesting stealth-benefits from a group that defines itself by never contributing back to the community.

My source? Dude, I lived there. This was a huge battle in the courts.

The gall of Californians too. Idaho had to prove they were using all their water so as not to have it taken for California. And once so much water was appropriated, good luck stopping it as Idaho grows and actually needs it's own water.

Idahoans were literally destroying any parked car with California tags It happened to a chick in my barracks. And realize that Idahoans are the kindest people in America. Your state ruled up the equivalent of Homer Simpson's Evangelical neighbor into a bloody rage.
