Oh I don't know about that. There are ways around everything, and that means if you want privacy you don't go with intel chipsets.

Now that this is law, what are the steps for a private individual to purchase someone/anyone's browsing history? Asking for a friend.

Nothing, except when you purchase you don't purchase individuals normally, you buy bulk. First of all what law? Second of all if you're looking for a legislature's IP history it's not for sale.

Some tips:
Use a reputable VPN. Free ones are nice, but often overwhelmed, and also not too trustworthy (nothing in life is free).
I recommend paying for a decent VPN, you can go further anonymous by buying a MC/Visa gift card with cash, then using that to pay for the VPN.
You might want to configure your network connection to use a DNS you trust (when not on VPN). A lot of your internet traffic can be determined by DNS requests, and if you are using your ISP, it just gives them more detail on your browsing history.
Feel free to ask any questions. I've been doing this for years.
PS: Tor is shitty and slow, but useful for times you need as much anonymity as possible, or if you want to access onion sites.
