So long as it's just a posturing political stunt, the legislators will always take the blame, gridlock really only falls upon the shoulders of the Executive, if it goes on for months and months, at which point the Great Silent Majority will look to change the President, just to get things moving again, but it's not like Democrats have the courage of their convictions to take it there.

Ultimately, if nothing is working and everything is in the ditch, that falls on the President, because ultimately the President is responsible for making things work, but it really has to go on and on, like Jimmy Carter style, before it reaches the point of the Great Silent Majority throwing their hands in the air.

“The Buck Stops Here” hasn’t been in the presidents motto for ages. I wish it was, but we haven’t had a person in the White House willing to stand by that statement for almost as long as I’ve been alive.

You can hold the president accountable if he public threatens veto and so the legislative branch is working under a constraint the executive branch has imposed.

That being said, all of this bullshit rule making from the executive branch, such as DACA, does blur the line.
