The Foreign Intelligence Surveillance Act has nothing to do with law enforcement, you can tell by the parts where it says "Foreign" and "Intelligence", a FISA warrant does not authorize the collection of evidence, intelligence is not evidence, never was, and the military is not required to provide evidence of a crime before engaging a target, never was.
The NSA fights wars, wars are not subject to evidence, laws of armed conflict; military necessity, collateral mitigation, proportionate use of force.

While I agree with you in the main and was for the original authorization watching this shitshow in action especially under the Obama Administration makes me want to slam the pause button. They had their chance, they blew it, now I want to tug on the reigns.

The bottom line is, in order to, if not totally annihilate, at minimum chop down to something manageable, overseas terrorist networks, the military needs its own network, and it needs to exploit actionable intelligence, on the spot, not days and weeks later, after a judge or three has had a chance to review the intel, the intel goes cold in a matter of hours, in order to fight this war, it's got to be at a pace faster than the enemies decision making loop, and good luck with that if you're going to have lawyers fighting the war for you, if lawyers are your bulwark against mass casualty terrorist attack, expect to get your asses handed to you on a regular interval.
