Couldn't the repelling of illegal immigrants simply be done by existing police with riot training? Achieve the same outcome with fewer ressources, iow. Maybe grant federal funding for the states in need of more border police, with better riot training.
Isn't that whole Guatamalan caravan thing a one-off thing, though?

Probably not. I mean.. that's what we were doing. We not have tens of millions of illegals destroying our nation, and it's getting worse every year.

You're just ignoring what I'm saying and adding LOLs at the end. The powers were enabled for emergency military/war measures, because there would be no time for congress to respond. If millions of people came all at the same time, I think that would be a time to exercise those powers. But there is no immediate existential threat, regardless of whether he can declare a national emergency.

It's clear there aren't enough resources, at that needs to be remedied, including a longer term solution, like a wall.
