You're less likely to fuck up with a rifle. And if you don't fuck up, it will be more humane. But a heart shot with a bow, will kill an animal just as quickly as a heart shot with a rifle.

The most humane way to hunt would probably be riddling a deer with explosive 20mm rounds from a gatling gun. But noone is advocating that.

Really, hunting with outdated weapons should be legal, but the hunters should also be held responsible if they injure and can't finish it off quickly enough, and maybe some certification on those outdated weapons before being allowed to hunt with them. Want to hunt moose with an atlatl? First show you can hit a lung sized target five times in a row from twenty meters or something.
