I think its pretty obvious that the high number of absentee fathers contributes to problems in the black community, but are you getting to the point that welfare enables this to happen?

Sure, the safety net means that a woman won't starve or be homeless as easily with children, but there are a myriad of other reasons that contribute to the high number of absentee fathers, the root cause of all of them being poverty.

I don't think that if all of a sudden the safety net was pulled away absentee fathers would come rushing in to take care of their kids
No man's life, liberty, or property are safe while the legislature is in session

A lot of things have changed. Not just the net.

If the net wasn't there, fathers would rise in value. As we know, men make more, blah blah blah patriarchy.

With the net, fathers are disposable. Without it, they were not. Getting rid of them did no good to any demographic.

It started long before then. The 90's was when the effects came forth.
Sorry, I was talking about a specific part in the article following the text I quoted that talks about benefits that dry up if a single mother starts living with a man, or gets a very low paying part time job. That kind of thing, I believe, only really started happening after the 90s reforms.

I didn't put that in the original post though, so it might seem like I was just wandering off into the tall grass.
After the civil right movement, when you'd expect conditions in the black community to improve, they have only declined.

I'm not saying civil rights was the cause. Only that something must have gone wrong for conditions in black communities to have so precipitously declined where they should have improved.

Between the civil rights movement and now, absentee fatherhood in the black community has skyrocketed, and conditions in that same community have plummeted.

Why do you think that is? Try to think of a reason that doesn't apply to everyone else, but hasn't produced the same results.
You talk about the civil rights movement like it had some sort of terminus. Like, "I have a dream" speech, no more whites only lunch counters, and bam, sewed up that whole civil liberties thing.

There are a few reasons I can imagine black communities were disproportionately affected by the economic downturns of the 70s and 80s. The main idea, though, is that the civil rights movement was spawned in part by black communities realizing (or at least believing) they weren't getting an equal share in the post war boom (or welfare state) of the decades before it. Unfortunately, some pretty radical changes in the American economy also start right after the civil rights movement, that meant the industrial boom that helped spawned the civil rights movement started to evaporate in favor of a finance and investment economy just as black communities could start benefiting fully from it.

It seems plausible to me, and, I will admit, is an explanation that matches my assumption that material conditions determine most human activity.
