And releasing radiation and killing a British citizen isn't a war crime either?

Not that I know of. It's just a crime in the UK, but the people who did it likely had diplomatic immunity.

Which is why I would expect at least one result of this will be for the UK to expel most of the Russian diplomats from the country if it is proven Russia was behind this, since probably half of them are either spies or facilitate the espionage work in the first place. This will mean that Russia has to resort to illegals to carry out such attacks, and those guys -- when caught -- can potentially be executed.

But releasing a chemical weapon inside the host country is something else entirely. That goes way beyond just the diplomatic immunity stuff and the difference between the legal and illegal spies. That's actually an act of war (though I doubt they will pursue it as such) and it's certainly against international law to use such weapons unprovoked.
