Russia started their anti-US campaign in 2014, long before I announced that I would run for President. The results of the election were not impacted. The Trump campaign did nothing wrong - no collusion!

Depending on excatly what Trump means when he writes "anti-US campaign", I'd put it even earlier than 2014. RT launched their US service September 2005. But he's still making a valid point against the part of US media that are treating Russian interference as something uniquely more dangerous, and uniquely more recent only when Trump ran for and won the office.

Probably a combination of a bit of that, maybe as the initial motivation for increasing the foreign propaganda budget, and looking for ways to weaken geopolitical rivals more efficently. Though Russia spend more just on RT than the US spend on Voice of America, VOA services in the Middle East and North Africa haven't excatly helped their image there, relative to how positive particularly people on the US right-wing have gotten toward Russia and Putin in recent years.

I doubt that Putin would authorize spending so much money on propaganda outreach only to "get even". It might be a factor in increasing the budget, but it could also be that some analyst figured the Western postmodern trend to blur the question of what's reality and facts as something that's "Just like your opinion, maaaan", is a great tool for a country used to truth and facts being just a question of power. Blaming Russia for taking advantage of our own self-inflicted weaknesses, is like convincing a starved dog to become a vegan while wearing a suit of steaks.
