The way this is going down is WORSE than criminalization.
Regulations always favor the establishment. You can bet big corps own most of the big legal farms, and they will use laws, regulations and the police to squash competition.
It's more about the state. The state wants to maximize tax revenue. This means restrictions on supply to drive up the price. The state acts like a cartel indirectly by drastically limiting the amount growers can actually yield and probably even limiting how many people can actually grow.
But that creates huge demand in a black market.
It's guaranteed to be worse than what you had before. Now the state creates an incentive to import even more weed into its borders, but it also has an incentive to crush anybody participating in that black market. Expect more home invasion. Expect more death.
