Laughable nonsense, the only reason congress cut off funding to the Contras is that the Reagan Administration couldn't show what happened to $170 million in taxpayer funds, which apparently just disappeared into El Salvador without anybody being able to document what it had been spent on.

Basically just dumping seed money on dictators and drug cartels which has now come back to haunt America in the form of MS13.
