What exactly connects a Cyrillic keyboard to the Russian governments? Are these explicit, obvious connections?

Nothing at all.

Some of the code could have been written by somebody using a computer using that language. It was publicly available malware you can configure and download yourself, maintained by lots of people from around the world.

The entire thing could have been written in Chinese and it wouldn't mean the Chinese did it.
