They paid, then when the parents had a chance for something that had an opportunity to work, the state said: "Fuck you." because it wasn't them doing it.
That's one supposition, but we can't know why exactly the state decided not to allow it. Given the massive proceedings involved, is suppose they called in a number of experts in the field, and evaluated it as useless - as did the American physician when he finally looked at the kid.
Also, who's to say that they wouldn't have allowed it anyway, if the American said it was a go, given the uproar created?

I doubt you will get the nature of the harm from the Nanny Doctors - they're going to hide behind the fact they're "experts" so saying that there's a harm is "sufficient" to forceably deny the parents the right to try the treatment. Anything else most likely risks the state loosing face.....You shouldn't be surprised - this is what tyranny looks like.

Net result is that the parents were prevented from handing over a pile of money for nothing.

So what if they want to hand over the pile of money? Why do you care what they do with the money that was given to them for the purposes of seeking this experimental treatment?

Out of the tens of thousands that die every day in the U.K., I have one case that looks questionable.
Perhaps for some, JUST ONE TIME is enough to change their entire view on medical care, but I'll be the weird one here and wait for more.
