The thing is that Trump nor his team didn't give any details on his "plan" to improve the VA. Which seems like the man was full of campaign promises but no plans on how to achieve them.

Just because he hasn't revealed his plan to everyone doesn't mean that he doesn't have a plan. At this point, I have no idea what you are talking about. If the CIA and FBI both believe that Russia was the one behind the hacks then yes, we do have to respond to it.
