If you are going to legalise it don't set any limits.
If you are going to decriminalise it in order to make consumption legal but want to discourage black market trade then set it at an amount which could reasonably be called ''for your own consumption only''.
99 plants upto 4 times a year could easily be 1000 ounces. Unless you are smoking 3oz a day that is not for personal consumption.
I favour the former.

Imagine if DuPont got tired of those pesky gardeners growing their own tomatoes, and decided to lobby for a “2-plant limit”. This is no different.
Special interests demand to be special, and he citizen is expected to pay for enforcement of his own limits (along with the proper industrial subsidies, of course).

Come on, man.
Think of ANY other plant that is grown commercially. What if lettuce were banned or highly regulated. Would 99 heads of lettuce be a huge amount? What about 99 tomato bushes?
This was always a problem with legalization. These states want to become narco states. This means they have to act as a quasi-cartel by drastically limiting supply in order to drive up prices. Higher prices mean higher tax revenue for the narco state.
Which means marijuana legalization should, if the fundamental principles of economics hold true, result in an increase in black market sales of marijuana.
Each of these narco states now act sort of like OPEC. They try to force producers to limit supply in order to control prices. But the producers all have an incentive to produce beyond their quotas, so there is a lot of cheating.

Here's the thing.. if you want legalization of marijuana, you have to do it nationally and you have to avoid taxing it any differently than anything else. Otherwise, you are going to get these little narco state fiefdoms that try to limit supply in order to increase tax revenue.
Marijuana legalization at the state level is just tax farming, really.
But like all such vices, you create massive incentives to cheat. To smuggle product into the narco state. High prices means you can compete easier with imported products.
This shit is trivial economics, guys. It's a bad idea.
How was this supposed to work economically when they couldn't even manage to make sky-high tobacco taxes work? It reached the point where cops choked to death a man selling "loosies" on the street without the taxes. Marijuana is going to somehow be different? Fucking liberals, man. Fuck.
