If you want to improve someone's mental health...
You have to start with basic safety and security.

So yes... no housing... no mental health improvements. (score point to TC)

Institutions are renowned for being best reserved for the very last resort.
Ending the practice of warehousing the mentally ill in state run institutions was probably necessary.
I wouldn't really want to return to that.

But housing alone without other rehab type supports is also insufficient (score point to STA).

I believe if we allow people to live in houses, and rehab either at the house or allow them to be transported to a place where rehab is possible is better than what we are doing now for them, which is not even a bandaid on the problem.

Legalize and tax the recreational drug industry (Similar to the pharmaceutical industry... because lets face it... the distinction is less than absolute)
Take the money you save from law enforcement and the imprisoning people and the money you gain from tax revenue and invest it in housing and rehab...
And you have just turned your society around.
