I think everyone above the age of 18 knows that DC is filled with scum. Don't fall into the Trump trap of thinking every story reported is fake news. Bias exists, yes, but it's not as if they are painting Pelosi as having a halo over her head.
The basic reason is that decisions have to quickly and usually there isn't the normal transparency or timetable of doing things. Both events aren't the ordinary type of government spending. They are "emergency" spending, unanticipated. Hence opportunity makes the thief. There simply is a window of opportunity to cash in, to get the kickbacks, to steal. Now add true incompetence at higher level, just like Dubya Bush's infamous FEMA director Brown (who was in a few days replaced into Katrina by the Chief of Staff of the Coast Guard), and basically a not-so-well working White House, and things can get worse.
Katrina cost over 100 billion dollars. Quite telling is that the mayor of New Orleans Ray Nagin (Democrat) got 10-year jail sentence for various corruption charges later, part of them connected to Katrina relief. How much corruption is taking Place in Puerto Rico and in the relief there, who knows.
(Put the wars into context, the War in Iraq has cost roughly ten times that (1 trillion), Afghanistan a little bit less than that. The war profiteers might be a class of their own...)
There are other reasons why we are being screwed out of money too, we have found ourselves on the short end of a very sharp and dangerous stick. Since our infrastructure is no longer what it was, we no longer have the ability to make things like we used to, so instead of the iron mills, and other entities that once fuled the US economy are empty shells, we now have to get said products outside of the country, and the profit goes there, instead of staying inside the US.
Now, our politicans have figured this out, and other ways for them to become rich quick, the average American wouldn't give to shits about it because they don't ever expect to see the money, instead they expect to be screwed over, so when we see things like the mayor of New Orleans being hauled off because of corruption, no one really flinches an eye; what is worse is because of that reaction, we don't ever expect to see said money again.
It's people like those on this forum, and other watchdog entities that care, but we are a minority, and the minorities, in this case, will never win.
