Reports are that the missile broke up into "three distinct pieces", which sounds like they're testing a Post Boost Vehicle for intercontinental range. Normally the PBV seperates and carries the warhead with it and the booster is pushed away, but if the PBV's engines don't fire, then the three components just fly along in formation, the warhead, the PBV, and the booster. Either the PBV's engines failed to fire, or it was just a separation test.
