The President could seek a AUMF to conduct operations inside Mexico, but one; congress is going to shoot Trump down, he doesn't have the juice to get that passed, and two; if you attack Mexico you'd be shooting yourselves in the foot, because that would incite more Mexicans to flee to the US not less, you'd be flooded with refugees claiming asylum from the war zone.

When Mexico responds to having their territory seized, make a deal with them to substitute their own soldiers into the No-Mans Land. Point machine guns at the Mexican guard towers: see a refugee, shoot the guards.

I say we can bend the rules just as much as any Democrat does if it comes down to it. LbJ federalized the NatGaurd to enforce desegregation.
