Congress writes the laws, the GOP were in the majority, if they wanted to write a law lowering the top marginal income tax rate, they could have, but they didn't, the Clintoncrats raised the top marginal income tax rate by 2.4 points in 93', then Clinton got pretty much all the Democrats in Congress to vote for an 8 point cut to the top marginal capital gains rate in 97', that's a huge net gain for the top earners, it's not like they really pay the top marginal income tax rate anyways.
Clinton cut net taxes for the top bracket, just a fact, whatever he took away in the income tax rate, he gave back more than three times over in capital gains.
And he had four straight balanced budgets, and spending was cut across the board, Clinton was a conservative, unlike the kooks who are running the GOP now.
