For me, have systems in place where once the storm is off-island, have offroading equipment to remove the fallen trees, etc...to get to the equipment and storage facilities to restore power/food/and housing as quickly as possible. If it hadn't been already cut power to the areas greatly affected, and start moving trees off the roads. Have hardened storage facilities on the island to store water and dried foods, as well as emergency medications, and power producing equipment to get the island back up and running again.
Start from those facilities and start moving outwards, helping those you find, get them to higher ground if need be and treat those that can be, and make sure that as help came if it did from outside of the island that the docks and other ports were cleaned as best as possible to accept help as it came in, if at all.
Make sure there is a facility or two near the ports to make sure this is all possible.
The first 24 hours is imperative to make this all happen, after 24 hours it becomes a recovery instead of rescue, by 24 hours majority of all roads should be clear, and working on secondary. Power should start being restored, and food and temporary housing should be in place. It will start slowly at first, but as people see attempts to get things back up, people may actually come up and ask how they can help to get things moving faster... I've seen it before.
Now before you say this impossible, with something this severe, I'd be calling in the army, the national guard, and all able hand to help. So no, it's not impossible. The more you show you are ready and able to help more people will be willing to help. The longer you take to react, the less likely people are going to help when you ask.
