Also, let's also be honest here, there was plenty of help already going to PR, people just ignored it because it wasn't being dolled out fast enough. Can't shove 10 tons of food at someone when they haven't removed the first 10 we sent to them already. Logistics is faulty, and PR is at fault for that, the US has helped by sending military, but that was after we realized how much of a CF that PR really was... and how ill-prepared it was to deal with something like this.

Also, you DO understand that no matter how much they prepared, their ENTIRE ISLAND was destroyed. You get that, right? And, to be clear on your opinion, we shouldn't have sent help to Texas or Florida, either?
Let's ignore that for right now, and just talk facts. Did PR have any hardened areas that could have survived a hurricane in where they stored dried foods and water for the population through the island to make sure that if something like that happened there would be enough of both for a few weeks till help came around?
How about evacuation buildings, or hurrican shleters to hide in while it raged above?

That's what I am talking about, being prepared. They live of a fucking island, act like it.
It is a catatrophy, yes, but one that could have been prevented significantly if an ounce of preventive measures were put into place first.
