You could just deport all the illegals that are here now, seize all the remittances back to Mexico from non-citizens or visa holders, and then announce full-asylum for all Mexican nationals with STEM degrees.
Mexico would build the wall themselves just to keep their professionals in Mexico. They are exporting their cholos to us and then using that illegal money they earn in lieu of an actual welfare system. Cut that shit out and start draining the people they definitely don't want to lose and Mexico will build that fucking wall.

Being a criminal does not make somebody a combatant. Nobody in the armed forces is going to deliberately shoot civies who do not render themselves combatants.
