California to Mandate Solar Panels on all new homes

Southern california is absolutely ideal for solar what with its mild temps and sunny weather. Realty is limited in the cities so putting panels on roofs and incentivising home owners with something, even in a keynesian sense, seems like a good idea. Of course California law makers and constituents are retarded so now we have this dumpster fire of what was originally a sound idea.
