This is how a lot of Silicon Valley works

The actual employees are offered such cush benefits and high wages that it becomes an even larger expense than normal expense to hire them. Instead, they decide to contract out whole departments in the interest of saving money. Due to the natural human condition of bureaucracy creation, we end up with situations like this.

Just another way in which MBAs are ruining the world. The old company system worked just fine

A study published two years ago by The Los Angeles Times revealed that just three of Musk’s ventures – SolarCity Corp. (which manufactured and installed solar energy systems before its 2016 merger with Tesla Motors Inc.), Tesla Motors Inc. (which manufactures electric vehicles), and Space Exploration Technologies Corp., known as SpaceX (which builds rocket ships) – had received $4.9 billion in government subsidies to that point in time. By now, Musk’s various ventures have sucked well over $5 billion from government coffers.

Setting aside the questioned virtue of getting government subsidies, shouldn't we be encouraging that money to be used as efficiently and as cost-effectively as possible?

Certainly. How is it "we" do that, again?

I should say, should we be "encouraged," i.e., pleased, that the money be used as efficiently and as cost-effectively as possible.

Yes.
Tesla gave us self landing rockets.
Government is continually jacking the price of laying a mile of road as if it’s gotten any more complicated or difficult in the last 50 years.

Yeah, the subsidy argument against him isn't going to hold water. He is doing what NASA couldn't do for fifty fucking years with a much bigger budget.

Fife always says: what you subsidize, you get more of.

Well, I want space colonization and reusable rockets piloted by artificial intelligence. Cool.

We can always cut off single mothers to pay for this shit.
