Vandenberg can launch south, west, and north. If you want to put a satellite into a proper orbit efficiently, you need to launch from the east coast or risk raining down scrap metal on suburbs in the even to failure.

If you want to drop a warhead on North Korea from the Californian coast, you launch north.
