I want a CIA with wider and more robust Congressional oversight. Then I want the overhauled committee that oversees them themselves to be monitored by some collection of independent figures who all signed the NDAs and have SCI clearance.

Would Afghanistan be better off today if instead of funding the Mujadin (later to morph into Al-Qaeda) we let Russia take the country, and then a decade later the USSR collapsed and they became their own government - like all the other former Soviet countries?
If we'd never fought in Vietnam, and just let the north win (which we did anyways), would they not be a trade economy with us now anyways, like they are now? 60,000 or so US lives... for what exactly?

Afghanistan didn't work out? Meh, cry me a river of crocodile tears. They can become a liberal, market economy anytime they like. They just have to stop democratically electing the Taliban.
Technology has made intelligence more valuable than brute force in everything. Militaries are no exception. Now, when a traditional, brute force military operation goes sideways, we can usually recognize that individuals screwed up,or it was a good plan that just didn't pan out, without hemming an hawing over eliminating the entire apparatus... unless you are some sort of dewy-eyed pacifist.
Go ahead and keep imagining how perfect the world would be if only we didn't have the perfidious IC, fellas. I'll keep living in the real world.
