When has any civilization not been run by a cabal of pricks? I guess its just how much they get out of the way to let the markets function to how well their civilizations function

Plenty of times in history where you had great tyrants, emperors and monarchs. Too few on the grand scheme of things though, hence Danes Law, the Magna Carta and the Constitution. I think there might be a proper balance between our current form of democracy and fascism somewhere personally. Oligarchy is worse in some respects than fascism.

But even the great tyrants didn't do it all alone. Caesar had Antony, Augustus had Agrippa, Napoleon had lieutenants, etc.
