Liberty and collective action are not two concepts on opposite ends of some bullshit spectrum. They are two completely different concepts.
Indeed, how can you have liberty at all without collective action? The American Revolution was a collectivist action against an entrenched and tyrannical aristocracy. That was a collective. Political parties, are by their very nature collectives at the ideological level.
The first form of American government was the collective responsibility of white men who owned property (in other words: the men who fought in the militia).
There is no demos of individuals in the sense that you try to speak of. It's always collective action. Even when you try to identify as radical individualists and seek politicians who pay you lip service, you are creating another kind of collective identity.
