But the winners *can* and historically, largely have held the wealth and the power.
It's just the advent of popular elections in first world nations setting the new cycle of a growing loserocracy leading to forced redistribution.
The loserocracy used to have to stage a successful revolution to declare themselves winners.
Now they can just vote to take the winnings.
