What about punitive measures for negligence?
I am not a lawyer obviously, but it seems like socialized liability would run counter to the common law basis of our legal system. You'd have to change quite a lot. Interesting idea, though.

That might work for your standard sidewalk slip n fall, but we don't do so well prosecuting big corporations, they have deeper pockets and can outgun any government legal team. First, liability and insurance aren't the same thing. Second, 13 or 14 States have No Fault auto liability now, and have for years.

When we’re all paying into a money pool, to award damages to people who suffer losses - you can say that’s not insurance but I’m not seeing a huge difference.
Furthermore, since some people inhabit areas where more property and individuals are damaged than others, then obviously people in safer areas are going to be subsidizing those in less safe areas.
