What about punitive measures for negligence?

I am not a lawyer obviously, but it seems like socialized liability would run counter to the common law basis of our legal system. You'd have to change quite a lot. Interesting idea, though.

You can still have those but they aren't civil, they're criminal, and go into the Universal Liability fund.

That might work for your standard sidewalk slip n fall, but we don't do so well prosecuting big corporations, they have deeper pockets and can outgun any government legal team. Only way to solve that is to fund the prosecutors with the fines, but we can't even manage that for the SEC.

First, liability and insurance aren't the same thing. Second, 13 or 14 States have No Fault auto liability now, and have for years.

When we’re all paying into a money pool, to award damages to people who suffer losses - you can say that’s not insurance but I’m not seeing a huge difference.

Furthermore, since some people inhabit areas where more property and individuals are damaged than others, then obviously people in safer areas are going to be subsidizing those in less safe areas.

Why?
