Because a non-elected bureaucrat has dictated so.

what is happening here is that the properties are simply being sold out from under the tenants

there was an Evangelical couple living with their kids across from us in the condos

that condo however is now worth $700,000, which they could not afford to buy

the owners simply sold it out from under them

so they weren't evicted, the property ceased to be up for rental

right now there are bidding wars here not even to buy, just to rent

people are offering more than the rent asked, just to get any place to live
