The Union/Business/Government Triumvirate

Triumvirates of power have been practically successful at maintaining equilibrium: an obvious analogy is the American political system of The Courts, the presidency & congress. In a private situation, an adversarial relationship exists between the unions, business & the government. Public employee unions have circumvented the restraints of a triumvirate because they have no adversarial relationship. This problem can be solved by moving all functions except oversight into the private sector, as described:
1. Government specifies its requirements: "educate children up to 18 with a list of competencies."
2. Private companies develop strategies to accomplish those goals and pitch them to Government.
3. Unionized/non-unionized workers implement those plans to the point of exploitation but not across the line. If Union's demands are not met they retaliate: strike, work-slowdown, mass-sick-leave, whatever, the company defaults, and Government selects next-ranked bidder to perform.
